Handicapped Parking Permit Application

  3. Guidelines & Requirements
    1. Fill out the application in its entirety and return it to the Village Police Department. Please note: You must have a permanent handicapped placard or license plate and you must be a lawful resident of Richton Park before your application is processed.
    2. You must not have any debt with the Village of Richton Park (verified by the Finance Department). Outstanding debts must be paid before your application is processed.
    3. Applications are reviewed by the Police Department, and the Public Works Department. Additionally, an in-person interview and/or site visit will also be conducted by the village personnel prior to issuing a permit. Once completed, the application and recommendations must be returned to the Village Police Department who will forward a copy to the Village Manager for recommendation to the Village Board for final approval or denial. Please Note: The application process takes approximately four (4) to eight (8) weeks to complete.
    4. The Village Police Department and Public Works Department will also review all requirements and criteria as applicable under the Village of Richton Park Code of Ordinance and Illinois State Statute(s) to verify eligibility.
    5. If denied by the Village Board, the Village Clerk will send a letter stating the same.
    6. If the application is approved, the Police Department will send a letter advising the applicant for the same and a nonrefundable application fee of $100.00 will be assessed. Payment is due to the Village of Richton Park, immediately upon meeting the qualifications for an approved handicapped permit parking sign.
    7. If approved by the Village, a permitted parking sign will be installed. The signage will be assigned the permit number as listed on the placard and vehicle registration. Sign installation takes approximately two (2) to four (4) weeks to complete, following the application process.
    8. Permits are issued for the fiscal year, May 1 to April 30. Permit fees will not be prorated. All reserved parking permits expire on April 30 of each year.
    9. If applicable, annual renewal forms will be sent to the permit holder in March. The permit holder must present a copy of a valid permanent handicapped placard or license plate registration to be eligible for renewal. A $35.00 renewal fee will be assessed. Payment is due to the Village of Richton Park Finance Department by April 30. Renewals not approved or payment not made by April 30 will result in the signage being removed.
    10. An application must be fully completed without any errors or misinformation. Failure to do so will result in the return of your application and a delay in the processing of your application. The Village will retain a copy of all applications submitted.
  4. POLICY INFORMATION
    1. Reserved parking shall be allowed curbside of a public street within a residentially zoned area and shall be located within the limits of the individual’s residence and as close as possible to the frontage of the residence where the applicant resides (on the permitted parking side of the street).
    2. Reasonable access to a garage or a driveway adjacent to a garage located at the address of the applicant may result in the denial of an on-street parking space.
    3. Only vehicles bearing a valid reserved handicapped placard and valid vehicle registration plate that corresponds to the posted signage shall be allowed to park therein.
    4. Handicapped parking permits as defined herein shall only be issued to one vehicle per property.
    5. It shall be the responsibility of the person with a disability, their resident family member, or caretaker to immediately notify the Village if the individual no longer meets the requirements for this permit or no longer resides at this location.
    6. No person shall sell, assign, rent, or lease a handicapped permitted parking space or charge a fee for its use.
    7. Whoever violates any provisions of this policy shall submit to a fine consistent with the provisions as set forth in the Village of Richton Park municipal code.
